The study on the impact of neighborhood parking was commissioned by the Basel-Stadt Office for Mobility. Parcandi is carrying out the resulting Quartiersparking 2.0 project together with Ritz Engineering GmbH and the FHNW. The Federal Office of Energy is funding the project via the KOMO program<a href=\"https:\/\/www.energieschweiz.ch\/projektfoerderung\/komo\" target=\"_blank\" rel=\"noopener\">(https:\/\/www.energieschweiz.ch\/projektfoerderung\/komo)<\/a>, enabling us to develop a future-oriented neighbourhood parking system. The project has been running since August 2022. Time for a first interim conclusion.     <\/p><p>Background: Shared use of private parking spaces was not possible in the past for various reasons, as booking, collection of small amounts and user access to the building are insurmountable obstacles for a traditional owner. At the same time, residents are unaware that there are actually flexible options for off-street parking in their neighborhood. This is precisely where Parcandi comes in with Neighborhood Parking 2.0. Residents, guests and people who work in the neighborhood should be able to share private parking spaces, thereby taking up less space with their cars in the neighborhood and avoiding unnecessary search traffic.   <\/p><p>The Office for Mobility has accompanied the project from the very beginning and actively supported its conception and implementation. For example, the Office for Mobility is playing a key role in the accompanying study by the FHNW and is helping to involve the relevant authorities and stakeholder groups, such as the residents of the St. Alban-Vorstadt district (BS). <\/p><p>The project examines neighborhood parking on three levels<\/p><ul><li>What is the situation at pilot site 1 in Basel, where an existing private parking garage is being upgraded to a neighborhood parking facility?<\/li><li>How are the existing Parcandi locations in Switzerland used as neighborhood parking and what are the traffic effects?<\/li><li>How can a future-oriented neighborhood parking system be planned for pilot site 2 even before the groundbreaking ceremony and operated later?<\/li><\/ul><p>Project implementation: As part of the project, we further developed our platform at the various locations and piloted its operation under real conditions. The focus was not only on economic operation and acceptance in the neighborhood, but also on added value for stakeholders and the impact on traffic. Parcandi&#8217;s offering was revised and continuously optimized with this goal in mind and in line with the conditions at each location.    <\/p><p>PILOT LOCATION 1 &#8211; Basel in the St. Alban-Vorstadt district on Picassoplatz:<\/p><p>The first pilot involved opening up the parking garage of an existing office building to external users, such as residents and visitors to the neighborhood. The existing building lent itself to Neighborhood Parking 2.0 thanks to its lower usage due to increased home office use, combined with a central location in the neighborhood. There was also a need on the part of employees for more flexible usage options. To this end, new rental models were introduced so that external guests and residents could also benefit from the otherwise unused parking spaces in addition to office tenants. The necessary adjustments to Parcandi&#8217;s offer were manifold. For example, the general terms and conditions had to be expanded to ensure that the new rental models were legally compliant. Automatic license plate recognition now enables access for the various users without the need for a smartphone, key or radio transmitter. Various payment options round off the new offer for regular users. During operation, particular attention is paid to the main users of the building &#8211; for them, the additional users must not cause any inconvenience, but rather a gain in comfort.        <\/p><p>Selected results: Customer satisfaction on Google for the location is consistently high with an average rating of 4.6 (out of 5 stars). A total of 46 users took part in the evaluation. The utilization of the building was sustainably increased by Quartiersparking 2.0, so that the scarce space in the district was effectively relieved. From the owner&#8217;s point of view, Quartiersparking 2.0 is also a complete success, as the new usage options result in additional income streams.   <\/p><p>Accompanying study on traffic impact: As part of the FHNW accompanying study on the traffic impact of neighborhood parking, comprehensive findings were obtained under the direction of Prof. Alexander Erath. Below is the conclusion and the most important recommendations for action (link to study: <a href=\"https:\/\/irf.fhnw.ch\/handle\/11654\/38689\" target=\"_blank\" rel=\"noopener\">https:\/\/irf.fhnw.ch\/handle\/11654\/38689)<\/a>. <\/p><p>Conclusion: The flexible rental of parking spaces that were previously vacant or only partially used during the course of the day means that these parking spaces are better utilized. As a result, the demand for private and public parking spaces decreases, which offers the possibility that parking spaces in the immediate vicinity can be reduced and repurposed. In order for these desired effects of the flexible rental of private parking spaces to occur and for a relevant number of parking spaces in public areas to be converted, various adjustments need to be made to how private parking spaces are currently rented out. In addition, various adjustments need to be made to the regulatory provisions relating to the creation and use of private parking spaces to ensure that public parking spaces can be reduced through the flexible rental of private parking spaces.     <\/p><p><strong>Recommendations for action:<\/strong><\/p><ol><li><strong>Flexible use of parking spaces:<\/strong> The provision of parking spaces at times when parking pressure is high can help to reduce the need for other parking spaces. This includes the more flexible use of private parking spaces at night in areas with high demand pressure in the blue zone. <\/li><li><strong>Extended locations:<\/strong> To reduce the pressure on municipal parking spaces in residential areas, more private parking spaces should be made available for flexible use. This requires new collaborations with property owners and tenants who mainly use their parking spaces during the day. <\/li><\/ol><p>These findings and recommendations are crucial to better understand the impact of flexible parking space rental and to promote sustainable parking use in urban areas.<\/p><p>The results of the accompanying study are a clear signal for us that we are on the right track with our vision of Neighborhood Parking 2.0 and that we can play a valuable role in the sustainable development of mobility in urban areas. The results of the accompanying study and our operational experience are very valuable to us for the targeted further development of the project at the various pilot locations. The collaboration with the canton of Basel-Stadt in particular has made us aware of numerous local concerns and opportunities. This represents valuable experience for us, which we would also like to apply to other locations, situations and circumstances.   <\/p><p>Intensive preparatory work is already underway for pilot two in Bussigny, for example, with occupation planned for the beginning of March 2024. In addition to a fully digitalized public parking lot, the adaptations and preparatory work include divisible charging facilities for electric vehicles and thus a further building block for locally CO2-neutral mobility. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Parcandi wins the 2022 tender of the Coordination Office for Sustainable Mobility (KOMO).
